That game was pretty win in the old days. Creepy Hendrix. As for the box itself, the items seem a little rough around the edges, but the logos are all there (ESRB, Publisher, Developer, Platform). I'm going to give this an average rating, but then again I'm no authority on game boxes :P
The two freeware programs that the community likes to promote are GIMP, and Paint.net
For new box artists, the most common suggestions Ive seen are:
1) Start with large images then shrink the final product. Try not to make boxes too small (This one has no problem with that)
2) Avoid Wallpapers
3) Avoid Simple Re-Templating a pre-existing box art (Im guilty of that o.O)
4) If you can, post WIPs to the forum, there you can get some feedback on your projects
5) Dont post to Archive AND WIP Board.
6) Templates can be found in the forums, they're high quality and have a ide range of types
7) Logos (ESRB, Publisher Logos, and even some Game Titles) can also be found in the forums for your use.
8) Like I said above, you nailed the base requirements (ESRB, pub, dev, template of some kind, placement, and sizing is good)
