plastic wrap is found under Filters>Artistic>Plastic Wrap
and you can get a bevel effect by double clicking on a layer, or right clicking, and going to blending options.
if you're asking because you're making a blu-ray PS3 box, make sure you also have the center if the box cut out (where the art will be) so that the plastic wrap and bevel conform to the shape of the box itsself.
