Decisions like this should be made to make yourself happy about yourself, not to make yourself appealing to others (unless you're in a relationship). If having legs as hairy as yours are makes you feel self conscious because you don't like it... then use a beard trimmer to trim them. It will make the hairy look far less thick and full without making you look hairless. Sure, there's a certain level of appearance refining that's part of the "generally accepted as attractive" e.g. girls shaving their bodies (with the pubic area being a matter of preference) and guys not wearing make-up. This is different and comes under the fitting into society category.
Walk around the street. If the majority of people you run into (around your own age group, give or take a few years) aren't much different to you, then there shouldn't be a problem. If there is, it's most likely completely unfair and should be ignored.
I personally am very happy with my body hair levels. My legs, arms, chest and stomache are decently hairy enough to be "manly" without looking like a carpet. The only thing I'm unhappy about is that my beard doesn't really come in well enough to grow into anything. My moustache is too light/thin and all the hair above my jawline is pretty thin and patchy. It comes in pretty quickly and rough, though. I need to shave with a 4-blade razor everyday to keep my face smooth.
Overall, I found that as soon as I turned 18 the whole body hair issue pretty much evaporated for me and I have no worries about it at all. I think there's some relevance in that and I urge all you under-18s to try not to worry about it. It's an issue you'll outgrow and come into your own about. It's the issues that you can't outgrow that are the ones you should stress over. Stuff like money, careers, family and health.
