For starters, you're using a premade image, and upsizing it to the point of destroying the quality.
Try to find some renders and backgrounds to work with. Make it your own.
Ask around, as I do not know where to find Pokemon renders.

Thank You for your comment and I will try to find different image. Would you suggest a different program other than ArtWeaver?

Well Photoshop is the best, but not exactly easy to obtain. If you don't want to pirate/purchase Photoshop, Gimp and Paint.net are arguably the two best available.

Yes, but it'll be over in a couple weeks.

What's the differences between CS5 and CS6? I can't download CS6 right know, must buy a new hard drive x.x

Well, the Interface is a new Sexy Black, but that can be changed.
Also, Repousse is much easier to use, and the Crop tool has been improved.
There are three new blur Filters, and the biggest update of all, Content Aware Move.
It allows you to magically take one thing in the image and move it somewhere else. On one layer.

So yeah.
