Kotaku is reporting two potentially juicy details it's heard through various anonymous sources, including the most important of all -- the city it's set in. The game will supposedly star more than one playable character which was already the case with IV if you count the new protagonists introduced in its expansion packs, The Lost and Damned and The Ballad of Gay Tony.
As for the location, it's said to be set in the Los Angeles area, one of the three locations -- along with Las Vegas and San Francisco -- used in San Andreas, where it was known as Los Santos (pictured above).
L.A. makes a lot of sense; Rockstar hasn't shied away from returning to locations used in previous games (as we can easily see from the numerous visits GTA has paid to the New York City-inspired Liberty City) and indications were that Hollywood was somehow involved. Casting calls mentioned a character interested in becoming a Hollywood celebrity, a Beverly Hills party boy, an actor, a publicist for an actress, an FBI agent who works as a consultant for TV show productions, and a Californian divorcee.
Many became convinced today the setting would instead be Washington, DC. That's because the GTA V logo on Rockstar's website features the same pattern seen on a $5 bill, not to mention the material DC would provide for Rockstar.
Many questions should be answered when next week's trailer is released. The location, at the very least, will likely be confirmed. As for who the game stars, it's hard to say; maybe V allows players to play as a criminal and someone from law enforcement allowing us to see things from all angles, Wire-style.
Seems plausible, hopefully we find out in 8 days when the trailer is released.
That's one thing I've noticed missing with this console gen. Traditional cheats, like "press x, b, a, y, a....whatever at this menu after you talk to that old man to unlock this golden jet powered skateboard". There's nothing really wrong with not having them, but in some ways it adds a little side addition to the game. I loved the color and size cheats in Spyro for the PS1 for example. I'm not sure if that's the type of cheats you are talking about, but I'm pretty sure those are long gone.
Also, I love how you can't get to any part of Rockstars website.

Well, good ol' cheats like the Give Pedestrians Weapons and Start Riots cheats is what I'm talking about. They we're so fun to fool around with after completing the story. I like the cellphone that GTA IV had because it saved cheats onto it, which was pretty neat. But there weren't a lot of cheats on GTA IV compared to the rest. If GTA V could have a cell phone and we fill it with fun, addicting and neat cheats, then GTA V will be a hit even for players who don't like stories and just enjoy wrecking stuff up.

I always try to play through the game first without cheats, but you're right, GTA IV's cheats were below par. GTA is one game where cheats can increase fun and replay value long after the game has been completed.
I also liked the Pedestrian's Riot cheat, so much shit goes down so fast!
Yeah, can't wait to see what they have done in 3 years time.

Part of me wants it to happen because of how amazing it would look with updated hardware, but I don't want to buy a new console anytime soon :/

I remember still finding things to do months after i'd completed SA. Now thats replay value imo. The only thing that stops me from firing SA back up more regularly is the (as you stated) the amazing physics engine employed in IV. Makes SA seem light years behind in that department.
But yes, a mixture of GTA IV's engine and SA/Vice City's game play would be simply heaven. Even if they just got lazy and re-made a HD version of SA with GTA IV's engine, i'd still be ecstatic.
Either way, this time next week we'll have an idea of what its going to be like. I don't know if i can wait that damn long!! And this time i'm pre-ordering instead of spending days hunting down a pre-order version like i did with IV (in turn, i missed out on getting the cool "Liberty City" rego plate).
I reckon they could pull it out of the PS3 at least. I've never owned a 360 so i can't comment on that, but i reckon the PS3 has the balls. Its interesting to note how they mention the so called limitations of GTA IV, yet anyone who's played LA Noire or Red Dead redemption can see an improvement of GTA IV's visuals. I mean, look at BF3's visuals, they're mind blowing. Rockstar are capable in my opinion of pulling the same power from the console.
Knowing Rockstar though, they'll probably delay it a million times and it will end up on the next gen of consoles.

In terms of power these days, they are very close to the same. If it's possible on the 360, it's possible on the PS3, and vice versa. I'm betting it will be next gen though.
