Chip is not an Omochao clone, Omochao is an annoying robot that doesn't have a storyline, I personally found Chip funny and with a decent back story, the only times I hated him was in the level, I can agree with you there!

In terms of little side-characters that appear during the level to give you helpful hints (touching the question mark), Chip and Omochao are pretty much the same thing. Except Omochao has a nice robotic voice and doesn't just shout "HEY SONIC!" like a 5 year old trying to get attention.
