I wouldn't know how to do that in GIMP, since I use Paint.NET, but PM MugglesMan111, I'm sure he'd be glad to help.

There are two ways to resize an image on Paint.NET.

1. Use the Rectangle Select (Shortcut key: S) and pulll it over where you want the image to be resized at, then select the Move Selected Pixels...
